Hinkle v. Beckham Cty. Bd. of Cty. Commissioners, — F.3d —, 2020 WL 3407011 (10th Cir. June 22, 2020)

In this civil rights appeal, the Tenth Circuit applied Florence v. Board of Chosen Freeholders, 566 U.S. 318 (2012), to determine whether the challenged jail body-cavity strip-search policy was unconstitutional.  It held that Florence does not sanction body-cavity strip-searching all detainees before deciding whether a particular detainee will be housed in the jail’s general population.
